Dan Boggan served as the chief of staff of the Oakland, California Mayor's office from January 2007 through August 2007. He served as a consultant to Siebert Brandford Shank & Co., LLC, a municipal finance firm, from September 2003 to March 2006. He served as senior vice president and Chief Operating Officer of the National Collegiate Athletic Association from 1996 through his retirement in 2003. Previously, he was Vice Chancellor for Business and Administrative Services at the University of California at Berkeley, and has held a number of positions in county and city governments in Michigan, Oregon, California, and New Jersey.
Boggan is a director of AdminiSTAR Federal, Payless ShoeSource, Inc., The Clorox Company, and Viad Corporation. He is a trustee of The California Endowment, Albion College, and Alliant International University, and serves on various nonprofit boards, such as The Open Doors Foundation Advisory Board, the East Oakland Youth Development Foundation Board, the National Writing Project, and the National Youth Sports Corporation. He was one of the founders of the National Forum for Black Public Administrators, and its president from 1990 to 1991.
Boggan holds a BA in history and sociology from Albion College and a Masters in social work from the University of Michigan.
